About ADPAN

OUR VISION: A DEATH PENALTY FREE ASIA PACIFIC

The Anti-Death Penalty Asia Network is a regional network of organizations and individuals committed to working towards abolition of the death penalty in the Asia Pacific.

Our role is to create wider societal support for abolition of the death penalty in the Asia Pacific region through advocacy, education and network building.

OUR HISTORY

  • Launched in 2006 on the World Day Against the Death Penalty, ADPAN was founded in Hong Kong following a Consultative Meeting organized by Amnesty International. It answered a call from local abolitionists to organise regionally to end the death penalty across Asia and the Pacific.
  • In 2012, at a Consultative Meeting in Hong Kong, it was decided that ADPAN would be transformed into an independent network, and towards that end a Transition Group was formed.
  • In 2014, at its first General Meeting in Taipei, Taiwan, Anti-Death Penalty Asia Network (ADPAN) members approved ADPAN’s Constitution, and ADPAN’s first Executive Committee was elected.

The Secretariat

Atty. Francis Tom Temprosa Regional Director

Tom is a lawyer and adjunct professor of law at the Ateneo de Manila University. Tom has nearly 15 years of experience in human rights and public interest work, having worked for the UN High Commissioner for Refugees and the Commission on Human Rights of the Philippines where he served as Director of the Human Rights Education and Promotion Office. Tom is also a Doctor of Juridical Science candidate and fellow at the University of Michigan and has conducted research on state obligations under Optional Protocol II of the ICCPR. Tom is based in Manila.

Janice Theresa a/p Sinnappan Ananthan
Project Officer

Janice has a strong background in research and program management. Janice is affiliated with Monash University in Malaysia and has contributed to the success of our groundbreaking research on drug offenses and the death penalty in Malaysia, which examined fair trial rights and their implications. She has worked with BWI Malaysia Liaison Council to ensure the proper and complete application of safety laws, as well as in asylum processes in Malaysia. ​
